CodeRED 2017

CodeRED Emergency Notification System


The City of Dubuque has instituted the CodeRED Emergency Notification System, a high-speed telephone communication service for emergency notifications and other important messages. This system allows local officials to telephone all or targeted areas of the city or county in case of an emergency situation that requires immediate action. CodeRED will also be used to notify residents who live on Dubuque's snow routes when the City's odd / even snow route policy is implemented.

Odd/Even Snow Route Parking Policy


Dubuque’s snow route parking policy affects almost 34 miles of the City’s most heavily traveled streets. The policy was implemented to prevent parked cars from keeping City crews from plowing from curb to curb. The snow route parking policy allows crews to plow the streets more effectively, improve driving conditions, and provide better on-street parking.

Regulations During a Snow Restricted Parking Declaration


After snowfalls of three or more inches occur, the City Manager has the authority to issue a snow restricted parking declaration.

After the snow route policy is declared, the program requires "odd/even" parking along the designated snow routes. Once in effect, parking is prohibited on the "even numbered" side of the streets on the even days of the month, and on the "odd numbered" side of the streets on the odd days of the month for those streets on the snow route. The parking restrictions are in effect from noon to 5:00 p.m. or 1:00 a.m. to 6:00 a.m. depending upon the street.

Enforcement of the snow route parking policy will be announced at least six hours in advance through news media, including CityChannel Dubuque and the City of Dubuque website. In addition, you may register to receive an email or text notification through Notify Me under the "Odd/Even Snow Route Parking" category or sign up for the City's CodeRED system, which is also utilized to alert citizens of a snow route policy activation by phone.

Violations


Vehicles violating the restrictions will be ticketed and fined $30. The first snow route restriction violation of each winter season for a vehicle shall be voided if the owner of the vehicle registers their contact information with the City's CodeRED system.
