Appeal a Ticket

The City of Dubuque retains the right to ticket and fine vehicles for parking violations. If you believe you received an unfair parking citation and would like to appeal the ticket, please use one of the following methods within 7 days after the ticket was issued:

How do I appeal a parking ticket?


Fill out an online appeal form or submit a completed form (found on the back of the ticket) to the Parking Division Office at 950 Elm Street. Appeal requests must be submitted no later than 7 days after the ticket was issued.

What information do I need for the appeal form?


Please be prepared with the issued ticket number, license plate number, reason for appeal, preferred contact method, and personal contact information.

What happens after I submit a ticket appeal form?


Parking Division administrative staff will review the form and decide whether to dismiss the ticket or not. You will be notified of the outcome within 15 business days from submittal via e-mail or a letter delivered to your mailing address. 

**If your appeal is approved

: No further action is necessary. Both the parking ticket and fine will be dismissed.

If your citation is denied

: You will be responsible for paying the original fine of the parking ticket. If your appeal is denied and you still disagree, you may request a trial by calling the Parking Division at (563) 589-4266. Please note that if your second appeal is denied as well, you will be responsible for paying both the original ticket fine and court costs.

Important Ticket Appeal Information


Vehicle owners are responsible for knowing and abiding by all parking ordinances and restrictions. Please note that parking may be restricted in some areas even if a "No Parking" sign is not posted. Click here to view all City of Dubuque parking ordinances and regulations.

The following reasons are not valid ticket appeal reasons:


  • Unable to find a legal parking space
  • Unaware of parking policies, regulations, or ordinances
  • Did not see posted restrictions
  • Could not find a convenient parking space
  • Turned flashers on while temporarily parked in an illegal spot
  • Did not have enough money or change to pay the meter
  • Did not have time to park properly
  • Leaving the vehicle just for a quick errand
